What usually happens

My broadband is fine but the wifi is terrible upstairs. Why?
Those are two different things. The line coming into the house can be quick while the signal getting around it is poor: thick walls, the router tucked behind a TV, or a neighbour on the same channel. It's usually fixable without changing provider.
Do I need mesh, or will a booster do?
Depends on the house. I'd rather survey it and tell you a booster is enough than sell you three mesh points you didn't need.
Can you set up a network for a small office?
Yes, wired and wireless, with the security side done properly rather than left on the defaults.
